The project is implemented by the Belgrade Centre for Human Rights. This meeting was organized as part of the implementation of the project &#8220;Support for (Potential) Victims of Migrant Smuggling and Trafficking in Human Beings (THB) in Serbia, which is part of the regional project <a href=\"https:\/\/www.bgcentar.org.rs\/en\/projekti\/eu-support-to-strengthen-the-fight-against-migrant-smuggling-and-trafficking-in-human-beings-in-the-western-balkans-eu4fast\/\" target=\"_blank\" rel=\"noopener\">&#8220;EU Support for Strengthening the Fight Against Migrant Smuggling and Trafficking in Human Beings in the Western Balkans&#8221; (EU4FAST)&#8221;<\/a>. This project is jointly funded by the European Union, the German Federal Ministry for Economic Cooperation and Development, the Italian Ministry of the Interior, and the Dutch Ministry of Foreign Affairs. The international consortium implementing this project is led by the German Agency for International Cooperation (GIZ).<\/p>\n<p style=\"text-align: justify;\">The meeting gathered <strong>more than 20 representatives of state institutions, international organizations, and civil society<\/strong>, who had the opportunity to exchange experiences and discuss key challenges and opportunities for improving the protection and support of migrants and potential victims of human trafficking.\u00a0In addition to representatives of the Belgrade Centre for Human Rights and GIZ, opening remarks were given by <em>Mr. Nenad Simi\u0107, National Coordinator for Combating Human Trafficking<\/em> and <em>Head of the Office for Coordination of Anti-Human Trafficking Activities of the Republic of Serbia<\/em>, and <em>Jelena \u017divojinovi\u0107, Head of the Reception Center at the Centre for the Protection<\/em> <em>of the Republic of Serbia.<\/em><\/p>\n<figure id=\"post-8579 media-8579\" class=\"align-none\"><img decoding=\"async\" src=\"https:\/\/www.bgcentar.org.rs\/wp-content\/uploads\/2025\/02\/slika.jpg\" alt=\"\" \/><\/figure>\n<p style=\"text-align: justify;\"><em>Nenad Simi\u0107<\/em> emphasized that a law on the prevention of human trafficking is currently being drafted, with its adoption expected by June 2025. This law will clearly define the competencies of state authorities and the rights of victims, including cooperation with the civil sector, the provision of free legal aid, compensation for damages, and the formalization of victim status, regardless of their participation in criminal proceedings.<\/p>\n<p style=\"text-align: justify;\"><em>Jelena \u017divojinovi\u0107<\/em> spoke about cases of referring potential victims of human trafficking and labor exploitation in recent months. She noted that in 2024, most reported cases came from civil society representatives, while the Belgrade Centre for Human Rights, through its free legal aid program in asylum and reception centers of the Commissariat for Refugees and Migration, identified more than 20 suspected cases of human trafficking or labor exploitation, which were then forwarded to the competent institutions.<\/p>\n<p style=\"text-align: justify;\">Special attention was given to the impact of the New Pact on Migration and Asylum, which was adopted by the European Parliament in April 2024 and officially approved by the EU Council on May 14 of the same year. The key changes introduced by the Pact were presented by <em>Jelena Ili\u0107, Asylum and Migration Program Coordinator at the Belgrade Centre for Human Rights<\/em>, while the discussion covered the implications of the new rules on migration management and asylum systems in the Western Balkans, including Serbia.<\/p>\n<p style=\"text-align: justify;\"><em>Andrijana Miljkovi\u0107, a service provision advisor at the Belgrade Centre for Human Rights<\/em>, addressed transitional solutions for people from Ukraine whose temporary protection is set to expire, given that the Decision on the Amendment and Supplement to the Decision on Providing Temporary Protection to Displaced Persons from Ukraine in the Republic of Serbia remains in effect until March 2025.<\/p>\n<p style=\"text-align: justify;\">During the meeting, the Belgrade Centre for Human Rights also presented its practices in identifying and referring potential victims of human trafficking and labor exploitation to relevant institutions, as well as its efforts to strengthen measures for preventing and combating migrant smuggling.<\/p>\n<p style=\"text-align: justify;\">This meeting represented an important step toward enhancing cooperation among key stakeholders in the field of migration and human rights, providing a platform for constructive dialogue and the exchange of ideas on future steps in the fight against migrant smuggling and human trafficking.
