This is <strong>the 27<sup>th<\/sup> annual report<\/strong> offering a comprehensive overview of the human rights situation in the country, along with an analysis of the legal framework and its practical application, a tradition we have upheld since 1998.<\/p>\n<p>Annual Report Human Rights in Serbia 2024 is available\u00a0<a href=\"https:\/\/www.bgcentar.org.rs\/wp-content\/uploads\/2025\/05\/Human-Rights-in-Serbia-2024-web-i-NBS-logo.pdf\" target=\"_blank\" rel=\"noopener\">HERE<\/a>.<\/p>\n<p style=\"text-align: justify;\"><strong>The defining event of 2024 \u2013 and a turning point for the people of Serbia \u2013 was the collapse of the canopy at Novi Sad railway station on 1 November, which tragically claimed the lives of 16 people.<\/strong><a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> In the days that followed, thousands of citizens gathered daily across the country, observing 15 minutes of silence to honour the victims and demanding truth, justice, and accountability. The brutal assault on students during a blockade outside the Faculty of Dramatic Arts in Belgrade on 22 November and the subsequent wave of university blockades across Serbia triggered <strong>the largest student and civic uprising in the country\u2019s modern history<\/strong>. The public clearly recognised that the tragedy in Novi Sad was the result of systemic corruption, a pattern of abuse of power by senior officials and a complete lack of institutional accountability.<\/p>\n<p style=\"text-align: justify;\">Instead of protecting the rights of its citizens, <strong>the Serbian authorities responded with repression:<\/strong> targeting critics, journalists, activists, civil society and trade unions. We documented continuous attacks, harassment, unlawful arrests and digital surveillance, reported also by international organisations such as <a href=\"https:\/\/www.amnesty.org\/en\/documents\/eur70\/8814\/2024\/en\/\" target=\"_blank\" rel=\"noopener\">Amnesty International<\/a>. <strong>Yet the people of Serbia did not stay silent<\/strong>. They took to the streets in peaceful, dignified and united protest as a final means of defending their rights in a country where laws are routinely flouted, institutions are crumbling and corruption is part of everyday life. <strong>Demonstrations continued throughout the year<\/strong> &#8211; <strong>against electoral fraud, institutional decay, police brutality, lithium mining, environmental degradation, the dismantling of the education system and the demolition of Belgrade landmarks<\/strong> such as the General Staff Building, Hotel Jugoslavija and the Old Sava Bridge. They were followed by the \u201cAll-Lithium Assembly\u201d in Loznica and a series of mass environmental protests throughout the country. However, the authorities responded not with dialogue, but with disregard, disparagement and intimidation.<\/p>\n<p style=\"text-align: justify;\"><strong>The local elections held on 2 June 2024 also failed to bring change.<\/strong> The government continued the abuses and manipulations seen in December 2023, engaging, yet again, in electoral engineering, legal manipulation and misuse. <strong>The Constitutional Court failed to react<\/strong> to blatant irregularities, while the National Assembly continued to act as an extension of the executive and the President, rather than as a representative body of all citizens.<\/p>\n<p style=\"text-align: justify;\">Despite the formal continuation of the EU accession process, Serbia\u2019s commitment remained largely rhetorical and its progress in the areas of the rule of law and human rights was limited. Little headway was made on the key negotiating clusters, particularly those covering the judiciary and fundamental rights (Cluster 1). <strong>The European Commission and international actors repeatedly voiced concerns over political interference in the judiciary, ineffective anti-corruption efforts, curbs on media freedom and lack of protection for activists and human rights defenders<\/strong>. Furthermore, lack of transparency in decision-making and broad public consultations on key legislation and the exclusion of civil society from reform processes all point to a lack of genuine political will for change. This stagnation has not only slowed Serbia\u2019s path towards EU membership but has also directly affected the quality of life of its citizens.<\/p>\n<p style=\"text-align: justify;\"><strong>The economic situation of most Serbian citizens remained precarious, with the poverty risk rate standing at 19.9%.<\/strong> The year behind us was characterised by rising living costs, shrinking purchasing power and high inflation, with the steepest increases in the prices of basic foodstuffs and energy. Although the minimum wage rose in 2024, it still fell short of covering the cost of the consumer basket. These trends hit the most vulnerable groups hardest \u2013 particularly the Roma, women, the elderly, young people and persons with disabilities.<\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><strong>Throughout 2024, Serbia grappled with complex and interconnected human rights challenges. Deepening political polarisation, a shrinking space for civic engagement, lack of institutional accountability and repeated attacks on civil society organisations seriously eroded fudamental democratic standards. In such a climate, the struggle to uphold fundamental rights and freedoms became increasingly difficult and those involved in their protection faced growing pressure and attempts at discreditation.<\/strong><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> The 16<sup>th<\/sup> victim succumbed to his injuries on 21 March 2025.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Belgrade Centre for Human Rights is pleased to present its latest annual report on the state of human rights in Serbia in 2024.
