The Belgrade Centre for Human Rights has the pleasure to present its annual report Right to Asylum in the Republic of Serbia 2022.
UNHCR data show that the number of people who had to flee armed conflict, persecution or natural disasters caused by climate change has reached 103 million for the first time on record. Like other European countries, Serbia activated the institute of temporary protection provided for by the Law on Asylum and Temporary Protection when large numbers of refugees from Ukraine started arriving in February 2022. Serbia also continued extending humanitarian assistance to refugees from Middle East and African countries, whose numbers increased during the reporting period.
The Right to Asylum in the Republic of Serbia 2022 report provides an overview and analysis of the implementation of domestic and international regulations in the asylum procedure, other regulations relevant to the status of refugees and asylum seekers, as well as of procedures before public authorities and independent bodies of relevance to integration in Serbia’s society. Despite some headway, realisation of the right to asylum and integration-related rights is still far from effective due to the lack of sustainable systemic arrangement providing adequate protection and improving the situation of refugees and asylum seekers in Serbia.
The Report was prepared by the members of the Belgrade Centre for Human Rights team based on their experience in extending legal aid to asylum seekers and representing them in the asylum procedure, in field work and in supporting the integration of people granted international protection in Serbia.

The Right to Asylum in the Republic of Serbia 2022 Report was prepared within the project Support to Refugees and Asylum Seekers in Serbia, which the Belgrade Centre for Human Rights has been implementing with the support of the UNHCR Office in Serbia. As UNHCR’s partner, the Belgrade Centre for Human Rights has been extending legal aid to asylum seekers and persons granted international protection in Serbia since 2012.
