Council of Europe Conference: “Compatibility of Legislation and Practice with the Requirements of the European Convention on Human Rights and Other European Norms”

Within the framework of the processes towards the accession of the Federal Republic of Yugoslavia to the Council of Europe, and on the basis of Resolution (2000) 15 of the Committee of Ministers, a “Conference on the compatibility of the legislation and practice with the European Convention on Human Rights and other European norms” took place in Belgrade on 16 – 17 February 2001. The conference was co-organised by the Council of Europe and the Belgrade Centre for Human Rights.The objective of the Conference was to define, together with the authorities of the FRY and the republics and relevant NGOs, the priority reforms to be undertaken to ensure respect for human rights within the FRY and the development of the rule of law according to the fundamental principles of the Council of Europe. The conference had a further goal of determining the concrete modalities of cooperation between the Council of Europe and the FRY to support these priority reforms.

The conference supported approximately 120 participants including representatives of the federal and republic authorities, international organisations and NGOs, who actively participated actively in plenary sessions and panel discussions.  The authorities of Serbia, Montenegro, and UNMIK were represented in addition to federal authorities. OSCE and the ODIHR, the European Commission, as well as the UNHCHR, the UNHCR and the ICRC were also represented.
