Freedom of assembly in Serbia – monitoring, reporting and strengthening of legal responsibility

1 September 2025 - 31 March 2026

Donor: Belgrade Open School

In order to contribute to the protection of the right to freedom of peaceful assembly in Serbia, the Belgrade Centre for Human Rights will form a monitoring team that will monitor larger public gatherings throughout Serbia during the project period, with a focus on realizing the right to freedom of peaceful assembly.

The team will record incidents, especially excessive use of force and other forms of illegal police behavior, and inform the competent institutions about them. In parallel with that, the Centre will monitor the actions of judicial and independent bodies following reports of serious violations of the rights of protest participants.

The team will, throughout the duration of the project, deliver urgent initiatives to the relevant international protection mechanisms, with the aim of encouraging an international response and exerting pressure on domestic institutions.
